CERTIFIED FINANCIAL PLANNER™ practitioner Richard is a cofounder of Quantis Wealth Management, an independent personal wealth management firm in Tysons Corner, Virginia, Washington DC, and Glenn Dale, Maryland. Richard has more than 19 years of experience in the financial services industry and specializes in counseling clients in the areas of investment, charitable, tax, and estate planning.
He also is a Trustee and Chair of the Investment Committee for the Loudoun Education Foundation, whichs is a 501c3 charity supporting and helping the Loudoun County, VA public school system to be one of the best in the country. He has served on the board since 2016.
Richard began his career in 1997 as a stock broker for DMG Securities, and in 1998, he joined American Express Financial Advisors, now Ameriprise Financial. While at Ameriprise, he earned the CERTIFIED FINANCIAL PLANNER™ certification and later went on to earn the prestigious Certified Investment Management AnalystSMdesignation from The Wharton School of the University of Pennsylvania.

With this belief, Richard regularly presents workshops and participates in other forums to educate the public about investments and financial planning, always taking the “consumer advocate” approach. He has also been a guest speaker for numerous government agencies, non-profits, and other local companies to help assist their employees on their transition into retirement.
Richard was raised in Northern Virginia and graduated from Mary Washington College. He played soccer at the collegiate level and earned his BA in political science and international affairs. He also enjoys fishing, biking, volunteering, travel, and golf. He resides in Ashburn, VA with his wife Julie, and his two daughters Adeline (Addy) and Josephine (Josie).
Rick Cernohorsky, CFP®, AIF®
Rick’s passion has always been to help people. Working in the financial services industry as a financial advisor has allowed this passion to thrive as he helps individuals and families achieve their financial goals. For most clients, Rick is able to steer them on their path to success with a few annual course corrections. However, sometimes he has to break some bad news to a client. They might not like what they hear, but they appreciate his candor and honest advice on how to best move forward along the path that will lead them to success. Rick knows that the ability for most people to achieve financial success is a slow and ongoing process that occurs over time and he provides the guidance for them to accomplish this.
The financial services industry is Rick’s second career, the first being the United States Navy. He feels fortunate to have been able to support this great nation while experiencing many opportunities to learn, travel and work with many wonderful people. Rick served as a Naval Aviator around the world and had the chance to fly in many types of aircraft. His favorite was the North American Aviation T-28 Trojan, a radial piston-engine military trainer aircraft which he originally flew as a student and later as an instructor. This aircraft no longer flies in our Navy but it lives on as one of the most popular piston-powered warbirds flying in shows like those of the Commemorative Air Force across the USA.
Rick started his career in the financial services industry working for American Express. He selected this company right after he retired from the Navy as at the time it was one of few companies that focused on financial planning which Rick believed were the tools needed to help his clients achieve their financial goals. As his skills matured Rick felt constrained by working in a corporate environment. So in 2005 he went independent and created his own firm, Independence Financial Services which in 2017 merged with Quantis Wealth Management.
Rick believes that the world around us is continually changing and the need for education never stops. He regularly attends conferences, workshops, study group meetings, and he is constantly reading to stay up-to-date with the financial world, and to maintain and refine his wealth management and financial planning skills. Rick graduated from the University of Colorado with a B.A. in Psychology, and later earned a M.A. in Aerospace Engineering from the Naval Postgraduate School in Monterey, CA. He is a CERTIFIED FINANCIAL PLANNERTM Professional, an Account Investment Fiduciary (AIF®), and a member of the Financial Planning Association. His professional licenses include the Life and Health Insurance license, as well as the investment series 7, 63 and 65.
Rick is actively involved in community service and is a member of the West Springfield Rotary in Springfield, VA. He feels very fortunate and strives to pay it forward by supporting many charities including the Lorton Community Action Center, Vets Haven, and Project Sanctuary. Because Rick, and both of his sons have served in the military, he knows firsthand the needs and sacrifices that go along with serving our country. This is why he is very supportive of our troops and most of his service projects reflect this. Rick and his wife, Mardi, enjoy bike riding, hiking, traveling, and spending time with family and friends.
Edward A. Ramsey, MBA, CFP®, CPA, AIF®, CHBC
Ed began his financial industry career in 1991 as a financial advisor with the regional brokerage firm of Ferris Baker Watts in Washington, DC, and in 1994, he joined Commonwealth Financial Network® as an Investment Adviser Representative. Ed's clients range from middle-income families to high-net-worth individuals, including many physicians and dentists.
Ed holds a BA in accounting and an MBA from the University of Pittsburgh. In addition to holding the CFP® and CPA certifications, he is also a Certified Healthcare Business Consultant (CHBC) and holds life, health, and annuity insurance licenses as a representative of Commonwealth Insurance Agency, a full-service insurance subsidiary of Commonwealth Financial Network.
A teacher at heart, Ed takes time to undrestand the financial and tax issues presented to him and educates his clients on his recommendations and alternative solutions. He enjoys teaching tax and financial planning topics and has held workshops and educational seminars for medical/dental professional groups and the general public.
In the November 2006 and 2008 issues of Medical Economics (www.memag.com), Ed was named in a featured article as one of the 150 Best Financial Advisers for Doctors*. This is a biennial national survey conducted by Medical Economics to identify the 150 best financial professionals who serve doctors as nominated by the doctors and evaluated by Medical Economics.
Ed is married with two daughters and lives in Great Falls, Virginia. He enjoys playing music, wine tasting, cooking, traveling, and spending time with his family.
Michael R. Weston, ChFC®
Michael is a Principal at Quantis Wealth Management, an independent personal wealth management firm with offices in Washington, DC, Virginia, and Maryland. A recent addition to the Quantis team, Michael has over 20 years of experience in the financial services industry, specializing in the areas of wealth preservation, investments, retirement income and planning strategies, estate and tax strategies, family finances, domestic partner planning, and more.
Michael comes to Quantis with one goal in mind: to provide a better experience for both client and self.

A Big Apple native, Michael attended the City University of New York from 1975 to 1980. His professional career began in the hospitality industry in 1984 with a number of management positions at Sheraton Hotels in New York. From 1989 to 1995, Michael worked and consulted on the openings of several major hotel projects in Beijing, Hong Kong, and Moscow.
Seeking new challenges, in 1996 Michael switched his career focus from hospitality to financial services, becoming a Financial Advisor at Ameriprise Financial Services, Inc., and establishing their Washington, DC office. It was during his time at Ameriprise that Michael earned his certification as a Chartered Financial Consultant®. Michael remained at Ameriprise until his move to Quantis in 2017.

Michael is the father of one daughter, Allegra, and three stepchildren, Marc, Libie and Maxi. He currently resides in Washington, DC, where he enjoys visiting new restaurants and hip hotels, attending cultural events, listening to live music (particularly Phish and the Grateful Dead), playing golf, running and scuba diving. Growing up in the shadow of Yankee Stadium, it goes without saying that Michael is also a rabid baseball fan. He is the former coach of The Bulls, Maxi’s Little League team.
Michael loves working with clients who work hard, have an eye for art, a taste for wine, who love to travel, and who do good deeds. Oh, and if they're a Yankees or Nationals fan, all the better!
A strong believer in service to others, Michael finds time to volunteer for a number of organizations in and around the Washington, DC area, including Martha’s Market and Martha’s Table. With his black lab, Reuben, Michael also enjoys making therapy visits to patients at St. Elizabeth’s Hospital and Montgomery Hospice, and the residents of Bread for the City.

Richard Stavros, MBA
Senior Portfolio Manager - Investment Advisor
Richard Stavros is a Senior Portfolio Manager and Investment Advisor with Quantis Wealth Management. Richard works closely with the firm’s investment team in supporting the development and management of the firm’s internal analytics and multi-million portfolios. He is also actively building his own investment advisory practice for individuals/families, corporate and philanthropic institutions.
An award-winning investment analyst, Richard joined Quantis Wealth Management from independent investment research house Capitol Information Group, where he served with distinction as a Chief Investment Strategist earning various awards. He was recognized in 2016 by industry association SIPA* with a First-Place Award for best financial/investing interpretive or analytical reporting for global fixed income research.
Richard is a native Washingtonian growing up in Northern Virginia, but with a world-class education. He holds an MBA from the University of Oxford with a concentration in Finance and Strategy, and graduated from Georgetown University with a BA in Economics and English Literature.
He started his career at the Inter-American Development Bank, a sister of the World Bank, where he developed bank reports and analysis for the president and executive directors and really was inspired by the bank’s mission of developing sustainable economies, and adapted that principle to his mission to develop sustainable investments for retirees and investor clients.
In fact, Richard believes strongly in giving back to the community and has regularly participated in American Red Cross blood drives, and other civic activities such as food for the poor and supporting his local parish as a Knight of Columbus.
He lives in McLean, VA, is an avid court tennis player, and has a passion for sailing.

Jonathan A. Jagolinzer, CFP®, CRPC®
Jonathan joined Quantis Wealth Management with more than ten years of experience as a personal wealth advisor. He provides individuals, families, and businesses with personalized and comprehensive financial planning services, including guidance on investment, retirement, tax, and estate planning issues, as well as other wealth management needs.
Jonathan earned his bachelor's in economics from George Washington University. After graduation, he began his career at Ameriprise, where he attained his FINRA Series 7 and 66 registrations and earned the Chartered Retirement Planning CounselorSM designation. In 2011, Jonathan added to this by earning his CERTIFIED FINANCIAL PLANNER™ certificate through The American College. As a member of the Financial Planning Association, he continually seeks to increase his knowledge base in a constantly evolving financial industry.
Jonathan's dedication extends outside of the office. In his free time, he is an outdoors enthusiast, avid traveler, reader, and enjoys expanding his palette as a home cook. Jonathan grew up in Newport, Rhode Island. After attending George Washington University, he decided to make the DC metro area home. Jonathan currently lives in Vienna, Virginia, with his wife Jennifer, and cockapoo, Lucy.
Melinda is the executive assistant to Richard and Jonathan. She earned an economics degree in 2005 from George Mason University and soon after joined Quantis. She has supported Richard ever since, and now at 11 years with our firm, she enjoys amazing relationships with our clients. In her spare time, she enjoys spending reading, volunteering, playing soccer, and traveling. Melinda is from Herndon, Virginia.
Mardi joined her husband, Rick Cernohorsky, as his office assistant in 2014 after retiring from the public school system where she was an elementary school teacher. Mardi and Rick have always worked as a team, so expanding that relationship to the business made for an easy transition. Mardi’s primary duties include file management, generating client forms, generating and sending client correspondences, and managing Rick’s database to ensure we have accurate and updated information. Outside of the office Mardi enjoys volunteering, reading, cooking, hiking, biking and spending time with family and friends.
Salic develops and implements the financial education workshops and seminars program offered by Quantis Wealth Management. This includes establishing and maintaining client relations with corporations and small businesses within the Washington, DC metropolitan area. Salic has been in the financial services industry since 2003, having worked at AXA and Merrill Lynch. He currently resides in Great Falls, Virginia, and is active in civic and charitable organizations.
